Another reason why it's used is because the acidity of the natural cocoa reacts with the baking soda (basic) to leaven the cake. Since there's buttermilk and vinegar in red velvet recipes, I can't be too sure in this case, but usually, when you use Dutch processed cocoa, you would use baking powder.
